Dr. Anil Kumar is working as Director of apex country-level organization of India namely NOTTO established by Central Government, for performing the functions of the National Human Organs and Tissues Removal and Storage Network and maintaining the National Registry of the donors and recipients of Human Organs and Tissues, as per the mandate given under The Transplantation of Human Organs and Tissues Act, 1994. He is also the head of the National Organ Transplant Program of India, which has provisions to support the development of infrastructure, manpower for organ and tissue donation, transplantation, storage of tissues, generating awareness, provision of financial support for poor patients in terms of immunosuppressant medications etc. He is the national nodal officer for The Transplantation of Human Organs and Tissues Act, 1994 of India.
Dr. Anil Kumar did his MBBS from prestigious Maulana Azad Medical College in New Delhi and MD in Community Health Administration from the National Institute of Health and Family Welfare, University of Delhi in India. Additionally, he holds a Postgraduate Diploma in Disaster Preparedness and Rehabilitation.
He has been instrumental in the development of the current organ transplant law and program and in establishing the network for providing an efficient and transparent system of organ procurement and distribution in India.
He has handled many national-level health programs namely national tobacco control program, deafness control program, iodine deficiency disorders control, fluorosis control, patient safety, biomedical waste management, regulation of clinical establishments, blood transfusion services, vaccine production etc. in India during his more than 33 years of Central Government service.
His other achievements include: Chair of the committee of Ministry of Environment and Forests, Govt. of India for drafting and finalizing biomedical waste management rules 2016, which are the current rules applicable in the country. He was involved as member secretary of task force in drafting the Indian Public Health Standards (IPHS) published in the year 2012 and as co-chair of the main committee for drafting IPHS published in the year 2022 for various levels of Government health facilities from village to district level. He is also the current chair of the Hospital Planning Sectional Committee of the Bureau of Indian Standards, which is the National Standards Body of India and is also associated with working groups of parallel ISO technical committees on medical devices, Medical laboratories and in vitro diagnostic systems and Healthcare organization management. He has participated as an expert or faculty in many national and international conferences, received many awards and accolades, and has published many articles and papers. He has participated as a speaker or expert in many TV and Radio shows during his career. He is the key person who has been instrumental in expanding the organ donation and transplantation program all over India.
